I just had a request from a user who couldn't view any URL links in Outlook 2003. The following error message appeared when clicking on the link:
"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."
I found the solution on the Microsoft support knowledgebase (kb310049). The soulton is simple, reset Internet Explorer to be the default browser then set Firefox back as the default browser and the problem is solved.
